What to make of Senator Raymond Lavigne's conviction?

Quebec Liberal Senator Raymond Lavigne was sentenced on June 16 to six months in jail and required to make a $10,000 donation to charity for fraud and breach of trust based on an investigation that began in the fall of 2005.
It is hard to avoid the conclusion that the benefits Lavigne collected while skillfully delaying the legal process—aided by the very odd rules of the Senate—exceed the costs of the key penalties. The Senate, however, comes off quite well in the matter. (...)
